Year end county budget amendments

 


The County continued their recessed meeting from last week on Monday, June 28, 2021, where the commissioners discussed year end budget amendments. All commissioners were present except for Commissioners Wendell Kelley and Aren Ragsdale.

County General Fund

Commissioners Larry Pigg and Jim Grinder motioned to adopt a resolution that moved $500 within the Election Commission’s budget from “Election Commission” to “Travel.”

The resolution also moved $7,000 within the Miscellaneous Fund from “Fund Balance” to “Trustee Commission.” The amendment was passed unanimously in a roll call vote.

Debt Service Fund

Commissioners Brian Peery and Pigg sponsored a budget amendment which took $1,500 from the “Fund Balance” in the County’s Miscellaneous Fund and moved it to “Trustee Commissions.” It also sought to take $2.00 from the “Principal on Notes,” and give $1 each to “Principal on Bonds” and “Interest on Bonds.”


The amendment unanimously passed in a roll call vote.

Drug Fund

Commissioners Grinder and Peery sponsored an amendment that acquired $20 from the “Fund Balance” within the Miscellaneous Budget and moved it to “Trustee Commissions.”

The amendment was passed unanimously in a roll call vote.

Highway Department Budget

Commissioners Grinder and Pigg sponsored an amendment for the Highway Department which moved $169,887.11 around within their own accounts in order to disperse payroll, maintain equipment, pay for liquid asphalt and rising gas costs, account for insurance and cover capital outlay.


The amendment was passed in a unanimous roll call vote.

Lewis County Schools

Director of Schools, Benny Pace, submitted a budget amendment which took $212,497.13 of the revenue from the “Other State Education Funds,” “Other Federal thru State,” and “Insurance Recovery” funds and placed the monies into the expenditure accounts as follows: $187,673.37 into “Regular Instruction Program” funds which pays teachers, educational assistants, social security, state retirement, Medicare and instructional materials; $13,534.76 into the “Transportation” funds which pays bus drivers, social security, state retirement, Medicare and maintenance and repair; and $11,289 into “Capital Outlay.”


Then in the Lewis County Food Service Fund, $42,790 was taken from the revenue of the Contributions and Gifts, USDA Lunch Program, Transfers In, and Lunch Payments-Children funds, and went into the following funds: $7,401 Bonus Payment, $459 into Social Security, $435 into Retirement, $108 into Medicare, $85 into Unemployment, $310 into Communication, $18,000 into Other Contracted Services, $14,717 into Food Prep Supplies, $1,200 into Office Supplies and $75 into Other Charges.

Commissioners Pigg and Grinder sponsored the amendments and they were passed in a unanimous roll call vote.

Solid Waste

An amendment came before the commission, requesting that $3,000 be taken from the Fund Balance in the Miscellaneous account into the Trustee Commission Fund. It also requested to take $7,700 from the Supervisor fund and $6,503 from the Secretary Fund and place $13,260 into the Part-time Personnel fund and $943 into the Equipment Operator fund.

Commissioners Austin Carroll and Larry Hensley sponsored the amendment and it was passed in a unanimous roll call vote.

Sports and Recreation Fund

Commissioners Ronnie Brewer and T.J. Hinson sponsored an amendment that moved $1,650 from the Part-time Personnel fund into the Maintenance and Repair Equipment fund.

The resolution was passed in a split vote with Commissioners Grinder, Timmie Hinson, T.J. Hinson, Patrick Halfacre, Allison Tanner, Kyle Bobo, Ronnie Brewer, Robert Brewer, Jerry Ashmore, Peery, Carroll and Pigg voting yes, and Commissioner Hensley voting no.

Old Civil Air Patrol Trailer Purchase and Removal

The commissioners then voted to move onto hearing items of New Business. The first and only item was a proposal from Matthew Stoll to purchase and remove the old Civil Air Patrol trailer for $1,500.

The resolution was sponsored by Commissioners Carroll and Bobo, and was approved in a unanimous vote.

It was announced at Monday’s meeting that all committees will meet on Thursday, July 8, 2021, in order to go through the proposed 2021-2022 Fiscal Year Budget, then it will be discussed and (hopefully) passed before the full commission on Monday, July 26, 2021, during the regularly scheduled County Commission meeting.
