It was announced that meetings would be held in various communities throughout the county for the purpose of explaining what tax increase would be needed to finance the payment of bonds for the construction of a county-city factory building.

The Herald published a front-page announcement to debunk local rumors that only property owners would be allowed to vote in the February 21 bond election. The requirements for voting would be the same as in any state or county election. Those people who lived in the city limits would vote in both the City and County elections.
