One of the reasons for so many write-ins this year is due to an earlier than usual qualifying deadline. Rusty Isbell, Commissioner of Elections for the last seven years, says, "anytime a primary is called in a local election, the qualifying deadline HAS to change. This year, the local Democratic Party called for a primary to be held. That changed the qualifying deadline from picking up in February to qualify in April, to picking up in October to qualify in December.
