Ms. Ballard was born in Columbia, Tennessee, on April 2, 1942, to the late Love and Addie Kelley Anglin. Along with her parents, she was preceded in death by her husband, Taylor Ballard; her infant daughter Phoebe Carol Haley; her brothers Roy Ronald Anglin, Ernie C. Anglin, James Webb Anglin, Vester Anglin, Wayne Udell Anglin, and Edward Anglin; and her sisters Willie Mae Harper, Lucille Potts, and Odelle Anglin.
