Billy Don was born on November 23, 1948, to Bill and Wilma (Owen) Jackson in Manila, Arkansas, and he was the oldest of four siblings.

The family moved from Arkansas to Chicago and then moved to Hohenwald when Billy Don was in the eighth grade.
